  • RECOMMENDATION

    THAT the Regular Council Meeting held on April 27, 2026 be called to order at 7:00 p.m.

  • RECOMMENDATION

    THAT the Agenda as presented for April 27, 2026 be adopted, with agenda item 14.3 Corporate Communications Strategy Refresh - COR-2026-07, being dealt with immediately following agenda item 10.1 2026-2030 Corporate Communications Strategy, Andrea Montgomery, Redbrick.

Members of Council and members of the Township’s local boards are required to file a written statement when they have a conflict of interest. If a conflict is declared, please review the Policies and Rules for Council  and complete the Disclosure of Pecuniary Interest Form.

  • RECOMMENDATION

    THAT the Minutes of the Special Council and Committee of the Whole meetings of April 13, 2026 and the Minutes of the Regular Council meeting of March 23, 2026, be adopted.

Pursuant to Council’s Procedural By-law, delegations are permitted to address Council for a maximum of seven (7) minutes. General Interest Delegations are included below. Only three General Interest Delegations are permitted at each Regular Council Meeting. General Interest Delegations must register by 12:00 p.m. on the Monday prior to the Council meeting date. Specific Interest Delegations are only permitted to discuss matters listed on the Council agenda as staff reports, informal and formal public meetings, notice's of motion, and by-laws. All Specific Interest Delegations where possible are encouraged to register prior to the start of the meeting. For Specific Interest Delegates who are attending in-person, registration is permitted up to the start of the meeting. Specific Interest Delegates who are interested in attending virtually must register by 12:00 p.m. on April 27, 2026, in order to participate electronically.

  • RECOMMENDATION

    THAT Consent Agenda Items 13.1, 13.2, 13.3, 13.4, 13.5 and 13.6 be approved.

  • RECOMMENDATION

    THAT Report CS-2026-11 Renewal of Agreement with Garden Wilmot be received for information; and,

    THAT Council direct staff to present a By-Law to authorize the Mayor and Clerk to execute a five-year agreement between the Township of Wilmot and Garden Wilmot (Wilmot Horticultural Society), as attached to Report CS-2026-11.

  • RECOMMENDATION

    THAT Report CS-2026-07 Proposed Sponsorship, Naming Rights and Donation Policies be received for information; and,

    THAT Council direct staff to present By-Laws to adopt the Sponsorship, Naming Rights and Donations Policies for the Township of Wilmot, as attached to Report CS-2026-07; and

    THAT staff be directed to prepare an inventory of municipal assets available for sponsorship or naming rights, for Council’s consideration.

  • RECOMMENDATION

    THAT Report CS-2026-10 Weddings at Castle Kilbride be received for information; and,

    THAT Council rescind Resolution 94-73 Ban on interior weddings and wedding party photographs at Castle Kilbride.

  • RECOMMENDATION

    THAT Report COR-2026-08 Adoption of Use and Acceptance of Electronic Signatures Policy for the Township of Wilmot be received for information; and,

    THAT Council direct staff to present a By-Law to adopt a Use and Acceptance of Electronic Signatures Policy for the Township of Wilmot, as attached to Report COR-2026-08.

  • RECOMMENDATION

    THAT Report COR-2026-09 Council Remuneration Review 2026-2030 Term be received for information;

    THAT Council approve an increase of $10,651.57 to the base annual remuneration for the Mayor for a total of $50,076.57 effective for the new term of Council;

    THAT Council approve an increase of $3,343.25 to the base annual remuneration for Councillors for a total of $25,215.25 effective for the new term of Council;

    THAT Council direct Staff to present a by-law respecting Remuneration and Expenses for Members of Council for the 2026-2030 term of Council prior to ‘Nomination Day’ in accordance with Policy CL-2025-01; and,

    That a comprehensive comparative analysis of the remuneration of the Mayor and Councillors be completed in 2027 as part of the Market Compensation Review of employees.

  • RECOMMENDATION

    THAT the Integrity Commissioner’s Annual Report for the operating period of December 15, 2024 to December 14, 2025, be received for information.

  • RECOMMENDATION

    THAT Report CAO-2026-15 Prime Ministers Path – Licence of Occupancy  be received for information; and,

    THAT Council grant custody of the Township-owned statues of prime ministers of Canada to Createscape Waterloo Region for a period of 20 years, and grant a licence of non-exclusive occupancy of property described as Block 102, Plan 58M-249, the extent of which is shown on Attachment A, in favour of Createscape Waterloo Region for the purpose of the installation and maintenance of statues of prime ministers of Canada for a period of 20 years, subject to Createscape entering into an agreement to the satisfaction of the Municipal Solicitor and generally as set out in Attachment B of Report CAO-2026-15; and

    THAT Council direct staff to present a By-Law to authorize the Mayor and Clerk to enter into the agreement generally in accordance with the proposed agreement attached to Report CAO-2026-15, and to the satisfaction of the Municipal Solicitor, for the purpose of granting a Licence of Occupancy and conveying custody of the Township-owned statues of prime ministers; and    

    THAT Council confirm its commitment to cover the cost of reinstallation of existing statues as a one-time expense to a maximum of $78,000; and

    THAT the public donations in the amount of $12,800 plus any future public donations to the Township for the Prime Ministers Path project be transferred to Createscape Waterloo Region; and

    THAT the Township continue to accept donations for the Prime Ministers Path project, and provide receipts, only until December 31, 2026; and

    THAT upon signing of the agreement by both parties the Prime Ministers Path Community Steering Committee be disbanded, as its purpose will have been fulfilled, and that references to the “volunteer committee” in Council’s resolution of July 28, 2025, shall be deemed to refer equally to Createscape Waterloo Region.

  • RECOMMENDATION

    THAT Report COR-2026-07 Corporate Communications Strategy Refresh be received for information; and,

    THAT Council approve the refreshed Corporate Communications Strategy and direct staff to prepare an implementation plan.

  • RECOMMENDATION

    THAT Report DS-2026-07, Zone Change Application 01/26 - 53-75 Brubacher Street, Baden, be received for information; and,

    THAT Council approve Zone Change Application 01/26 made by Concept Development Group affecting Part of Lot 14, Concession North of Snyder’s Road, being Part 1 on 58R-19065 and Parts 1 and 4 on 58R-21900, to rezone the portion of the lands which are zoned Zone 4a (Residential) to Zone 4 (Residential), and,

    1. Reduce the minimum lot area requirement from 5616m2 to 4892m2; and,
    2. To reduce the exterior side yard setback requirement from 6.0m to 3.9m for an entrance canopy.

    AND THAT Council direct staff to present a by-law to amend Zoning By-Law No. 83-38

  • RECOMMENDATION

    THAT Report FIN-2026-02 Council and Committee Remuneration and Expenses for 2025 be received for information; and,

    THAT Council direct staff to publish Report FIN-2026-02 Council and Committee Remuneration and Expenses for 2025 on the Township’s website for public accountability and transparency.

    THAT By-Law 2026-28 to confirm the proceedings of Council at its meeting on April 27, 2026, be read a first, second, third and final reading and that the Mayor and Clerk be and are hereby authorized to sign.
