    THAT the Agenda as presented for May 12, 2025 be adopted.

    Motion Carried Unanimously by All Members Present

There were no disclosures of pecuniary interest.

A motion was brought forward by Councillor L. Dunstall, seconded by Councillor S. Cressman, THAT Report CAO-2025-10 be received for information; THAT the Wilmot's Prime Ministers Path Working Group Recommendations to Council, as included as Attachment 1, be received for Council consideration; and THAT Council refers Report CAO-2025-10 Prime Ministers Path - Working Group Recommendations to the June 2, 2025 Committee of the Whole Meeting.

A motion was brought forward by Councillor L. Dunstall, seconded by Councillor K. Wilkinson, THAT the Motion be amended to strike out June 2, 2025 Committee of the Whole and insert July 28, 2025 Regular Council Meeting.

Council now voted on the amendment. The motion was carried unanimously by all members present. 

Director of Corporate Services / CFO, Greg Clark, provided an introduction to the Report. 

Prime Ministers Path Engagement Project co-leads D. Soueidan-O'Leary and B. Skinner, of LURA, presented the Project Recommendations to Council.

Councillor S. Martin joined the meeting virtually at 6:22 p.m.

Council asked and received a response from the project co-leads on the following: 

  • How public news articles were counterbalanced during creation of the project history document;
  • How the scope was maintained during the engagement project;
  • How diverse opinions were considered and included in the engagement process;
  • How diverse opinions were considered and included in the Working Group; and
  • Whether there is raw data supporting the recommendations, can the raw data be shared with members of Council.

Delegate J. Spicer-Forler addressed Council.

Delegate K. Doehn addressed Council.

Delegate C. Lindman addressed Council.

Delegate B. Wolfe addressed Council.

Council asked and received a response from the delegate on the following: 

  • Further clarification regarding the full-time employee position suggested; and
  • Whether controversial topics can offer an opportunity for constructive conversations regarding differing opinions and experiences.

Delegates P. and D. Mighton addressed Council.

Delegate C. Jukes addressed Council. 

Delegate G. Mathers addressed Council. 

Council asked and received a response from the project co-leads on the following: 

  • When members of Council might expect to receive the raw data.

Council asked and received a response from Delegate B. Wolfe on the following: 

  • Whether the delegate would share with Council the historical documents obtained.

Council now voted on the main motion, as amended.

    THAT Report CAO-2025-10 be received for information; and,

    THAT the Wilmot’s Prime Ministers Path Working Group Recommendations to Council, as included as Attachment 1, be received for Council consideration; and,

    THAT Council refers Report CAO-2025-10 - Prime Ministers Path – Working Group Recommendations to the July 28, 2025, Regular Council Meeting.

Mayor N. Salonen provided an announcement regarding the upcoming PMP Community Gathering which will be held at the Wilmot Recreation Complex on May 28, 2025.

    THAT the Confirmatory By-Law as attached to this Agenda be read a first, second and third time, and finally passed in Open Council.
