This meeting will be held in-person and electronically in accordance with Section 238 (3.3) of the Municipal Act, 2001. Please subscribe to the Township of Wilmot You Tube Channel to watch the live stream or view after the meeting.
Delegations must register with the Legislative Services Division. The only matters being discussed at this meeting will be those on the Agenda.

  • RECOMMENDATION

    THAT the Regular Council Meeting held on November 25, 2024 be called to order at 7:00 p.m.

  • RECOMMENDATION

    THAT the Agenda as presented for November 25, 2024 be adopted.

Members of Council and members of the Township’s local boards are required to file a written statement when they have a conflict of interest. If a conflict is declared, please review the Policies and Rules for Council  and complete the Disclosure of Pecuniary Interest Form.

  • RECOMMENDATION

    THAT the Minutes of the November 4, 2024 Regular Council Meeting be adopted as presented.

Pursuant to Council’s Procedural By-law, delegations are permitted to address Council for a maximum of seven (7) minutes. General Interest Delegation are included below. Only three General Interest Delegations are permitted at each Regular Council Meeting. General Interest Delegations must register by noon on the Monday prior to the Council meeting date. Specific Interest Delegations are only permitted to discuss matters listed on the Council agenda as staff reports; informal and formal public meetings; notice of motions; and by-laws. All Specific Interest Delegations where possible are encouraged to register prior to the start of the meeting. For Specific Interest Delegates who are attending in-person, registration is permitted up to the start of the meeting. Specific Interest Delegates who are interested in attending virtually must register by 12:00 p.m. on November 25, 2024, in order to participate electronically.

  • RECOMMENDATION

    THAT Consent Agenda Items 9.1, and 9.2 be approved.

  • RECOMMENDATION

    THAT the Petition for Drainage Works by Owners Trustee of Grace Mennonite Fellowship Church be accepted; and further,

    THAT K. Smart Associates Limited be appointed as the engineer firm to prepare a report with instruction as per Section 8(4) of the Drainage Act to include the Trustee of Grace Mennonite Fellowship Church petition in the Section 78 report for the Nicklas Drain.

  • RECOMMENDATION

    THAT Report COR-2024-56 Council-Staff Relations Policy, be received for information; and,

    THAT the Council-Staff Relations Policy included as Attachment 1, be approved effective January 1, 2025.

Councillor L. Dunstall will introduce the Notice of Motion. 

  • RECOMMENDATION

    WHEREAS generations of Canadians have served our country and the world during times of war, military conflict, and peace. Through their courage and sacrifice, these men and women have helped to ensure that we live in freedom and peace, while also fostering freedom and peace around the world; and,

    WHEREAS every year on November 11, Canadians pause in a silent moment of remembrance for the men and women who have served, and continue to serve our country during times of war, conflict, and peace; and,

    WHEREAS the Royal Canadian Legion’s mission to promote remembrance is a year-long commitment, they endeavour to promote it through programs, services, and resources; and,

    WHEREAS the Royal Canadian Legion Branch 532 New Hamburg has locally promoted the objectives of the Royal Canadian Legion’s mission since 1952; and,

    WHEREAS the Township of Wilmot has previously partnered with the Royal Canadian Legion Branch 532 New Hamburg on their Memorial Banner Programme which displays 125 memorial banners to honour veterans, past and present, that served to protect our peace and freedom; and,

    WHEREAS municipalities such as Town of Bradford West Gwillimbury, City of Calgary, City of Belleville and Municipality of Chatham-Kent have installed Veteran’s Crosswalk to provide a year-round reminder of the sacrifices made by veterans and their families to keep our communities safe.

    THEREFORE BE IT RESOLVED that Staff be directed to report back on February 3, 2025 with more information on the potential installation of a permanent Veterans Crosswalk to be installed before November 2025 at the pedestrian crossing located on Huron Street in New Hamburg across from the New Hamburg Cenotaph; and,

    THEREFORE BE IT RESOLVED that the Staff Report include information on the cost of the installation and maintenance of the Veteran’s Crosswalk, including information on partnering with the Royal Canadian Legion Branch 532 New Hamburg for funding; and,

    THEREFORE BE IT FINALLY RESOLVED that the Staff Report includes information on the feasibility of the Veteran’s Crosswalk being located on the Regional Municipality of Waterloo road known as Huron Street in New Hamburg.

Councillor L. Dunstall will introduce the Notice of Motion. 

  • RECOMMENDATION

    WHEREAS the Township of Wilmot awarded the contract for consulting services to Land Use Research Associates Inc (LURA) for the Public Engagement Process for the Future of the Prime Ministers Path; and,

    WHEREAS the consultants have been tasked with the creation of a working group to ensure broad and fair representation in the Prime Ministers Path discussion.

    THEREFORE BE IT RESOLVED that Council directs LURA to bring back a Terms of Reference to Council which stipulates that members of the working group must be residents of the Township of Wilmot.

    THAT the Confirmatory By-Law as attached to this Agenda be read a first, second and third time, and finally passed in Open Council.

    THAT we do now adjourn to meet again at the call of the Mayor.
