CALL TO ORDER

• RECOMMENDATION

  THAT the Finance and Budget Committee Meeting held on February 15, 2024 be called to order at 4:30 p.m.

CLOSED SESSION

• RECOMMENDATION

  THAT a Closed Meeting of the Finance and Budget Committee be held on February 15, 2024, at 4:30 p.m.at the Wilmot Administrative Complex, in accordance with Section 239 (2) (b) and (d) of the Municipal Act, 2001, to consider the following: 

  1. Fire Department Compensation - Section 239 (2) (b) personal matters about an identifiable individual, including municipal or local board employees, and Section 239 (2) (d) labour relations or employee negotiations.

RECONVENE INTO OPEN SESSION

• RECOMMENDATION

  THAT the Finance and Budget Committee reconvenes in Open Session at X:XX p.m.

DISCLOSURE OF PECUINARY INTEREST UNDER THE MUNICIPAL CONFLICT OF INTEREST ACT

Members of Council and members of the Township’s local boards are required to file a written statement when they have a conflict of interest. If a conflict is declared, please review the Policies and Rules for Council  and complete the Disclosure of Pecuniary Interest Form.

• RECOMMENDATION

  THAT the Minutes of the January 25, 2024 and January 27, 2024 Finance and Budget Committee meetings be adopted as presented.

DELEGATIONS

Pursuant to Council’s Procedural By-law, delegations are permitted to address the Committee for a maximum of seven (7) minutes. Delegations are only permitted to discuss matters listed on the Council agenda as staff reports; informal and formal public meetings; notice of motions; and by-laws. All Delegations where possible are encouraged to register prior to the start of the meeting. For Delegates who are attending in-person, registration is permitted up to the start of the meeting. Delegates who are interested in attending virtually must register by 1:30 p.m. on February 15, 2024, in order to participate electronically.

12.1

2024 Operating Budget Unfunded Budget Options for Consideration

2024 Operating Budget Unfunded Budget Options for Consideration was received at the Finance and Budget Committee on January 25, 2024, and referred to the Finance and Budget Committee Meeting on January 27, 2024 for consideration. 

The following motion was approved on January 25, 2024 by the Finance and Budget Committee.

THAT Staff be directed to include the Community Mailings & Adverts in the amount of $15,000.00 in the 2024 Operating Budget and THAT the remaining items in Unfunded Budget Options for Consideration be deferred until the January 27th Finance and Budget Committee meeting.

2024 Operating Budget Unfunded Budget Options for Consideration was received at the Finance and Budget Committee on January 27, 2024, and referred to the Finance and Budget Committee Meeting on February 25, 2024 for consideration.

The following motion was approved on January 27, 2024  by the Finance and Committee.

THAT the remaining items in Unfunded Budget Options for Consideration be deferred until the February 15th Finance and Budget Committee meeting.

COR-2024-11 - Annual Hardware, Software & Network Infrastructure Upgrades

• RECOMMENDATION

  THAT Report COR-2024-11 regarding Annual Hardware, Software & Network Infrastructure Upgrades be received as information.

COR-2024-07 - Cost Reduction Options for 2024 draft Operational Budget

• RECOMMENDATION

  THAT Report COR-2024-07 be received for information.

CAO-2024-02 - Township of Wilmot Corporate Strategic Plan – Options

• RECOMMENDATION

  THAT Council receive Report CAO 2024-02 regarding a Request for Proposals for a Strategic Plan for information purposes, and further

  THAT staff be directed to negotiate with the successful bidder to identify components of the strategic plan that could be completed with internal resources.

CAO-2024-01 - Office of the CAO, Mayor and Council Staffing Resources

This report will be circulated under separate cover.

CS-2024-04 - Capital Budget Replacement of 2013 Parks Service Vehicle with 2024 Parks Stake Truck

• RECOMMENDATION

  THAT Report CS-2024-04, Capital Budget Replacement of a 2013 Parks Service Vehicle with a 2024 Parks Stake Truck be received for information; and

  THAT the Finance & Budget Committee of Council approve the 2024 Capital Budget Request Form #13 (Capital Budget Replacement of 2013 Parks Service Vehicle with a Parks Stake Truck) to be included in the 2024 Capital Budget that will be brought back to Council for approval.

• RECOMMENDATION

  THAT Report COR-2024012 be received for information.
